When

After draft resolutions are complete, delegates begin by reading through a resolution. (This process also occurs for working papers, but the relevant skills are the same).

What

Signatories have a period of time (the number of signatories and time
allotted varies by committee) to present their resolution. They then use the remainder of their time to answer questions regarding the resolution.

Why

Delegates come to understand each resolution. Signatories get to explain complex and important parts of the resolution they support and convince people to vote for it.
