Initial Debate
Parliamentary Procedure is the set of Rules that defines committee. Delegates will present and vote on motions that will decide what will happen next. Committee will follow several “stages,” in which different motions will be presented as to best further the goals of the stage.
The stages that committee generally follows is
- Setting the Agenda
- Initial Debate
- Introduce and Debate Working Papers
- Introduce and Debate Draft Resolutions
- Amend Draft Resolutions
- Final Voting Procedure
Motions are voted in order of most to least disruptive. Without getting too much into the weeds, extensions of the current moderated caucus are more disruptive than motions for an unmoderated caucus, which are more disruptive than motions for a moderated caucus.
