The Economic and Financial Committee is the Second Committee of the United Nations General Assembly. This committee concerns itself with questions of international importance regarding the economic and financial outlook of various countries and regions, along with ensuring sustainable collaboration in the pursuit of economic development for all nations. This year, ECOFIN will be tasked with addressing the often-overlooked role of the informal economy. Per the IMF, roughly 60% of the world’s employed population participates at some point in this unregulated set of markets. The informal economy is tightly linked with exploitative labor practices, gender and income inequality, and insufficient social safety nets for workers. Mitigating the negative consequences of the informal economy and addressing the massive inequalities present remains one of the core, enduring issues of economic development and labor rights.
Delegates should note that ECOFIN and HGA will be single-topic-only GA committees at MUNUC 35, with the other GAs having two potential topics. As you consider and discuss the presence and challenges of the informal economy, bear in mind the unequivocal necessity for multilateral collaboration and a wide variance of perspectives for effective resolutions to be passed. The expansive nature of this topic will require inventive and unconventional solutions, tackling not only the short-term economic issues but also the long-term impact on peoples’ lives across the globe.
