The Fifth Committee of the General Assembly, also known as the Administrative and Budgetary Committee is a brand-new committee for MUNUC 33. As the body responsible for allocating the programme budget of the UN, determining contributions required from Member States, addressing issues of oversight and accountability, and managing and financing peacekeeping operations, the Fifth Committee is tasked with ensuring that the United Nations achieves its full potential. Every issue addressed and every decision made in the other committees that has any sort of financial implication is only actualized after scrutiny and potential financing by the Administrative and Budgetary Committee, which means that both its scope and its workload are enormous. As mentioned, the Fifth Committee has significant financial oversight over UN peacekeeping, and this will be the topic of discussion for us over the course of MUNUC Online. Technically, the United Nations Security Council controls UN peacekeeping operations, but the positioning of the Administrative and Budgetary Committee enables it to push for institutional reforms. Delegates will be able to explore both the history of UN peacekeeping and its present implementation, all while considering how to ensure that it lives up to its lofty goals.
