The Fifth Committee of the General Assembly, also known as the Administrative and Budgetary Committee is a brand new committee for MUNUC 33. As the body responsible for allocating the programme budget of the UN, determining contributions required from Member States, addressing issues of oversight and accountability, and managing and financing peacekeeping operations, the Fifth Committee is tasked with ensuring that the United Nations achieves its full potential. Every issue addressed and every decision made in the other committees that has any sort of financial implication is only actualized after scrutiny and potential financing by the Administrative and Budgetary Committee, which means that both its scope and its workload are enormous. Additionally, the committee is unique for its policy of adopting resolutions by consensus as opposed to a voting process, as well as its range of negotiation styles, from formal debate to “informal informals.” Given that the Fifth Committee functions quite differently from the other GAs and is very new to the Model UN circuit as a whole, delegates should expect a more structured committee with a mix of both traditional and non-traditional elements that come together to more accurately simulate the workings of this crucial body.

While all of the topics of discussion and responsibilities of the Fifth Committee are intricately connected, the two that we will be putting on the table for debate are Programme Budget for the Biennium 2022-2023 and Administrative and Budgetary Aspects of the Financing of the United Nations Peacekeeping Operations. Topic A will encourage delegates to balance national interests with the international prioritization of issues as they consider the existing budget and review new funding requests, while Topic B will ask delegates to focus on the efficacy and accountability of general peacekeeping management as well as specific missions and operations. Given both the demanding nature of the actual Fifth Committee and the experimental and consensus-based structure of this simulated committee, delegates should expect to cover both topics in some way over the course of the weekend.
